EM Library: if removal is interrupted, the EM Library version 1.3 console details will change

If the removal of EM Library is aborted, the EM Library console on version 1.3 is not left in the same state as it was before removal was started.

The following error message is reported:

Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.
